Background
Revenue Protection, the most common name used to describe the
activities related to (but not limited to) the detection, correction,
prosecution and restitution of theft or fraud of all types from utilities,
has been a major concern to utilities in North America for over twenty
years. Non-technical line loss (unmetered use or theft) has been estimated to be of the
magnitude of 2% to 4% of the total energy sales. Per Federal Bureau of Investigation and
International Utilities Revenue Protection Association statistics, this amounts to an
annual loss of over $6 billion. These costs are routinely passed on to the paying
customers in the form of higher rates.

Most importantly, energy theft is also a public safety issue. Most instances of meter
tampering, bypassing, and other means used to steal service discovered and corrected
include real shock and fire hazards to the perpetrators, and often innocent family
members, friends, and neighbors and emergency service personnel. These conditions can
lead to property damage, personal injury, and even death.
